We have a development company but we use Jira into the differents departments. And we want add more users to Jira, but we are not doing it, because when we add a new user, we have to pay for de XRAY plugin, Clockwork plugin and the Bigpicture plugin. Some of these users don't need these plugins, because they are not developers.
How can we restrict the use of these plugins for the new users for pay just for Jira tool.

The licensing model of the Atlassian marketplace does not allow to limit the amount of users that use a plugin.
The license for a plugin will be aligned with the highest tiered product on your instance.
e.g. if you have Jira (50) and JSM (25) the product with the highest tier will be applied to your plugin license. (in this case 50) As long as that tier does not increase your plugin cost remains the same. Meaning you can add more JSM agents without increasing the cost of the plugins.
You can always look at starting a 2nd instance for a different public and see if you can link those together. It's cumbersome but otherwise you'll always end up paying so you might need to get creative.
There is an RFC regarding this subject https://community.developer.atlassian.com/t/rfc-60-marketplace-monetization-strategies/82994 but it'll be up to the vendor of the plugin to implement this.
You can also always reach out to the plugin vendors and see if they want to provide you some kind of discount/promotion
Unless the plugin has a way to limit usage you can't. This has been asked before for various plugins.
