I use cloud version. When I go to settings I see only "Applications, Projects, Issues, Addons and System" menus. where is User Management?

How can i create users and user groups?

Yes I see only Jira administration

How can I assign myself as Site Admin? Im the only one who use Jira. (Im customizing Jira for my company)
