Where issues..

1. have different workflows
2. have different required or hidden fields
3. need different screens when creating, editing or viewing
4. need to be reported on separately

In general you would have a scenario with requirements listed directly or not and need to decide if you need to create a new issue type with new workflow and whole configuration. That is pretty obvious after reading the question.

When a certain issue has to go through a different workflow than any of the other issue types.
