We use Jira both as an agile development tool and also as a client facing comms tool. We require customers to submit development requests via Jira but often the requirements submitted are vague and incomplete. We have a list of questions we therefore always ask that allow us to suggest the best solutions to their development requests.
What would be the best way in Jira either through custom fields or 3rd party apps to embed this in an issue to ensure that these questions are required and completed before an issue is accepted?

you could make certain fields required. Associate a new field configuration to issue types using field configuration schemes.
Jira Service Desk is also an option for your needs. The license cost is very low if you only use 3 agents. You can configure your request forms according to your requirements.
Well, in Jira Software the Attachment field by default doesn't have an option to be set as Required but there's a KB with a fix but it'll be for all screens.

Thanks @Johan Soetens _Dumblefy_ that was the only solution I could think of as well. Do you know of a way to include an ever present attachment during issue creation?
