You can have the introduction area with some HTML code with some links (like request form, knowledge base etc.). So users can see the info even without login

 

But JIRA comes with Announcement banner where you have have the announcement - https://confluence.atlassian.com/adminjiraserver071/configuring-an-announcement-banner-802592288.html

is there any other way to present the announcements? We used to do this with the users we need something new to grab their attention.
