JIRA Core users vs JIRA Software Users

Can JIRA Core Users work seamlessly with JIRA Software users within the same project?  And vice versa?

If our Marketing team were set up as JIRA Core are there any issues if they were submitting/commenting/tracking tickets to our IT team, who are set up as JIRA software users.

A Jira Core can create issues, they cannot use the boards and software specific functionalitiy
