Is there any idea to create a specific separate permission for announcement banners, apart from jira admins? 

It can come useful to allow a certain group or users manage this without having to escalate to admin, and without access to any other administration functions.

Is this across the entire platform or is it product specific? I only want an announcement for Jira Software for example not Jira Service Management or Confluence.
