In addition to system/application admins, individual Jira projects and Confluence spaces can have one or more administrators.

Set and maintain components, versions, and other project and space-specific settings
Manage project and space access
Triage, assign, and review issues as they are created
Maintain issue and space data and accuracy
Assist end users with issue, filter, board, dashboard, and page questions
Assist the application admin team by reporting problems and customization needs
