checked spam and not there and checked minecast mail blocker and nothing being block, its like its not being sent, please help?
ive tried removing user and not sending email and then resending and all kinds of ways but still not working.

You should open a support ticket with Atlassian to see if the user's email has been blacklisted for some reason.
