Why does my create an issue automation rule fail?

I'm new to server/Data Center and do not understand why my automation rule is failing. See screenshot of the error below:

I'm used to the cloud permission Project Role (atlassian-addons-project-access) to set what a rule can do. How do I fix this in server?


Update: I think the first error above was possibly related to me choosing administrator as the rule actor and or trying to link the issue within the create rule. I've changed the rule to this new action and used myself as the actor:

Hi Dan, 

This looks like an admin has added a validator to the project that says "you need to fill in the field called 'Validation Summary'"  

Automation can not override the workflow, you need to either fill in the required field, or talk to the project owners who created the rule.

@Nic Brough -Adaptavist-dang it! It wasn't a validator. It was a hidden field on the create screen. 🙄
