Utilitarianism-based approach to task assignment?

Is there any integration or automation for JIRA which would allow team members to input their top 3 or 4 preferences for task assignment and then it chugs through all the possible combinations to find the most utilitarianism-based assignment decision, assigning 2-3 tasks per team member?
Note:  This is for tasks that are similar, but across different sectors/industries, so the team would really be inputting their sector preferences.
