I had a user who was locked out of their original account and instead of resetting the password, created a second account.
As the admin, I was not notified of the newly created account. Is there a way the admin can receive notification that a new account has been created.
Also, is there a way to stop users from having the option to do this in the first place? When we add new users to our instance, I always invite them. I do not want anyone to be able to randomly create a new account in our Jira Cloud instance.

Anyone can create an Atlassian account. However, you can setup that only you and org admins can approve access to your Jira Cloud instance.
This can be done through your administration user setting page:
