As mentioned by Gaurav, permissions are not editable on the Free plan.
Anyone with Jira Software or Jira Work Management permissions will be automatically a project administrator.

Permissions, roles, and issue-level security
Project permissions, roles, and issue-level security aren't customizable in Jira Work Management and Software Free. If your site has always been on a Free plan, everyone with access to Jira Software is an admin for all Jira Software projects, and the same goes for Jira Work Management.

The Free plan does not allow permission settings for projects or issues.
Kindly clarify which user permissions are you thinking of setting, is it an access level setting?

Hello Gaurav, Yes level setting and need to separated my user's based on each project I don't need all the Project to be share for all User's because I have a multi branches.
