User Access - Create a Task/Sub Task from Forms page without being a member

I want to be able to create an access group in which users can utilize the link from the Forms page to create issues on my board without providing them viewing access of any tasks, sub tasks, or board data.

Operationally this would provide me the ability to share a departments head's link to create a task for external department team members without them having total insight to the entire companies operation.
