I am trying to create a roadmap in Jira work management. However, Under the project setting the "features" is missing in which i am unable to access the road maps toggle. Can you assist.

Welcome to the Atlassian community.
Can you tell us if you are working with a Team Managed project or a Company Managed project? You should see that information at the bottom of the panel on the left when you are viewing the project. You can also get it from the Type column on the View All Projects page available under the Projects menu.
I don't believe that JWM projects include the Features option under Project Settings. That is something I have seen only in Team Managed Software projects. And I don't recall seeing a Feature named "Roadmap", though Roadmap used to the be the name for what is now called Timeline in Software projects.
For a JWM project the Timeline functionality should always be available from the options across the top of the screen.It isn't something that needs to be turned on.
