Restricting issue creation outside of a form

I am using Jira Work Management for a project that has 5 issue types. The base issue type, finding, I would like to be limited to creation through a form only. I don't know how to build a workflow conditions/validators that only allows creation of an issue through a form. I want to hide it somehow from the create button in the Jira UI. I have limited some of my other workflow transitions to a permission validator that only allows Automation for Jira to make certain transitions, is there something similar I can do to make it so issues are only created via form submission?

Hello, Good day. With the builtin form, the user need to have permission to the project, which means they will get it from UI as well.
