I've done some searching (not exhaustive admitedly) and I found a few references to this, but none specifically address my need and one that looked like it might pointed to an app which seems strange that this is not a native function.
When task/story/epic is moved from Any status to another status, I would like to require a comment. I looked in automation rules in transitions, but the comment field is not available to require.
Any ideas?
You can use a workflow validator to ensure that users are required to add a comment during a transition from status A to status B.
Go into workflows > click on the transition > click 'add validator'
Select Field Required Validator
Add in 'Comment' under "Fields required for this transition".

Sorry, I should have mentioned — or rather asked if you were using a company-managed project or a team-managed project. The solution I proposed is possible with CMPs. You seem to be using a team-managed project. As far as I know, TMPs do not have this native functionality.
