Trying to diagnose "No Actions Performed" on Automation that should transition a parent issue

I've tried to set up an automation that transitions the parent issue from To Do -> In Progress when a child issue is manually transitioned from To Do -> In Progress.

Here's a snip of how I've set it up. What have I got wrong?

It would be extremely rare to get worse performance, but it is possible.   If you use a virtualized environment with minimum memory, you can get worse performance.   If your JIRA database is on the same machine, then make sure you have plenty of memory and cap your database so it does not use up all the memory.
