We are using Jira Work Management, cloud version. Whenever adds comments to the ticket, it automatically changes the assignee to the commenter. Then we have to re-assign to the original assignee. How do I get that to stop?

The system can't connect to your back-end database. There's something broken in your config, but I can't tell you what to fix. What have you changed from the default setup?
There is one other possibility - you say you're importing, is the import very large?
