How do I add a custom label field that can be used for filtering on the board?

I want to add a custom label field to my issues so I can filter the board based on these labels. I can enable the label field in the "List-view", however, the option does not show up in "Filters", and at the Custom Fields section it says:

We can’t find any custom fields to filter by.

Writing Javascript in description fields is not a good idea. I have tried using javascripts but when switch between issues types or screens the javascript doesn't load. So the only solution i can think of to write a plugin and write your javascript implementation along with the plugin development . Restart the Jira and enable the plugin to test your Javascript loading dynamically .

Without Javascript you could simply make the field required - that removes the 'none' option.

No it doesn't work for cascade field. It only works for Radio Buttons.
