Permission to add other users in JIRA Work

I have created and used a project called Meetings in Jira Work. For reference, I am an Admin.
I can create a meeting and add other attendees(회의참여자) as follows.

However, other users can create meetings but cannot add other attendees(회의참여자).

What should I do?

You'll need JIRA Suite Utilities Plugin. There is a Update Issue Custom Field post function. See https://jsutil.atlassian.net/wiki/display/JSUTIL/JIRA+Suite+Utilities+Workflow+Post-Functions
