I need to add to an issue not only an assignee who performs the job, but also a specialist who will control the job delivered by the assignee. My workflow is as follows:
issue -- configure -- fields -- people
In "people" I creater a new role - "watcher". But even as a project lead, I cannot add anyone for the role. It tells me "no options" when I try to @ someone
How can I fix my issue?
Any suggestion on the improvement of the workflow is also welcome! Thank you in advance.

You are not able to select or customize permissions and roles in free plans.
Project permissions, roles, and issue-level security aren't configurable when you're on the Free plan. To take advantage of Jira's powerful project permission management features, upgrade your plan.
