How do I reorder and arrange the columns of fields in the list view?

just to verify, is this about the experience that you would be looking for?

 If so, you may want to have a look at JXL in the Atlassian Marketplace. It works for all project types and supports all Jira fields, and you can freely customise your list/spreadsheet view (including column ordering).

you can sort the list/spreadsheet by all columns (or in other words, by any of your fields in Jira).

What you can't do just yet is to rank rows, i.e., to drag them up or down. However this is very high up on JXL's feature roadmap and will become available in the next couple of weeks.
