Not receiving email when issue created

I have a work management project for IT processes. Users create issues with system mail and they can't get notifications in the create step. I check global mail settings, outgoing mail and project's notifications. There doesn't seem to be a problem.

notifications are checked but still not getting email, this new JSM project..
