Just wanted to confirm, it seems like we cannot use the bulk edit function in Jira Work Management on the Category field? or is there something that we can configure to allow bulk editing for Category?

I see the same behavior.
As a work around you can bulk edit the Category field in a JWM project through the Bulk Change option available on the View All Issues screen under the Filters menu.
I don't know if this problem justifies additional tooling for you, but just to put it out there: Bulk editing the Category field would work as expected in the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a range of advanced features - including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting - and works across any number of projects.
Plus, bulk editing (via copy/paste) works for all issue fields, including the category field.
