This being said, is it possible to create a formula that calculates an external rate and the time spent to be available in the list view main fields?
Is this doable by personalized custom fields? If so are this kind of fields available on Jira Work Management?

It is not quite possible out-of-the-box at the moment;
We can however use the power of add-on: https://marketplace.atlassian.com/apps/1223898/dashboard-hub-for-jira-custom-charts-share-reports?hosting=cloud&tab=overview
There are a few options in the marketplace, have fun while using it.

You can easily calculate and display (in real time!) the overall cost for project/customer on your Jira dashboard by using the Advanced Issue Filter Formula Gadget offered by our Great Gadgets plugin.
First, you need to create and save a filter that returns all the issues/tickets of that project.
Then configure the gadget to calculate the total time spent on the issues from this filter and to display the total cost.
