No and this is by design.  Your Story or Task would be assigned to say a Product Owner and then the individual work to be done by the team members would be broken out into individual sub-tasks assigned to each (e.g. develop, peer review, QA, documentation, etc.)

You could add custom fields to capture secondary assignments but it's important to understand that Agile is at Jira's core and Agile is all about team capacity vs the individual.
