It depends which search option you're using.

You can see what each option can do on this help page: https://support.atlassian.com/jira-work-management/docs/search-for-issues-in-jira/

If this is the search bar on a Board though, this is keyword/issue key based - so doesn't accept functions like "~" - see this page for more information
