How to Add User in Jira Work Management

I want to know, why the user of Jira Work Management still 0?

Can you help us for it?

Do you mean the number of users you have granted access to JWM?

My guess is that you are looking at a Jira system that has users licenced for Jira Software and/or Jira Service Management.  People with these licences get access to JWM.  You can have loads of people using Jira, while showing 0 JWM users!

JWM is effectively the "core" of Jira (it provides projects, users, issues, integration and app layers, etc)  and the other applications build on top of it.
