I am a PM and trying to understand best practices on how folks across the organization can submit feature requests / user stories? Is it best for them to submit directly into the backlog? Should I create a separate Project for feature requests / user stories and then only move into backlog once they are cleaned up + ready to do so? Any insights as to how folks have managed this effectively would be much appreciated.

There are a lot of factors that can go into. Such as size of team, team dynamics, backlog grooming process, etc.
The best thing I can tell you is try a couple of different methods and see.
