I have been using Jira Software for some time, and I am bringing in my other departments project management to utilize Jira. I like all of the Features and options in the Jira Work Management, but I can not figure out how to use my Issue Template for Jira App with Work Management, it seems to only let me start a new template in Jira Software. Is there a way to store and use templates in Work Management, or is their a way to duplicate a task with all of it's sub tasks?
These templates are nothing but collection of various schemes which you can always modify and reuse with other projects. You need to be Jira administrator to do these things.

while Ravi is correct, natively you have to be Jira administrator to create projects that reuse schemes with other project. There is a way for company-managed work-management projects using our app Project Templates for Jira to allow non-admins to create projects based on custom project templates that reuse schemes, clone versions, components, project role assignment and as you asked for @Jessica Hendricks automatically create predefined issues.
Let me show you the quick configuration steps.
Step 1: Create a custom project template
Step 2: In template settings, predefine the issues you need in every new project.
Step 3: Activate the template and you are ready to start projects with it or additionally specify which non-admins should be able to use the custom project template
