For a specific issue

For a specific issue, I want to be able to update only to a specific group, and make other groups read-only. Is it possible? In addition, only a specific issue is in such a state, and other issues are in a reference update state.

You should be able to do that with Issue Level Security. Here is some more information on that:

However, this is a privilege that can or cannot be viewed,The purpose is that any group can refer to the issue, but only a specific group can be updated. Is it possible?

Jira Cloud does not have a way to let some people edit an issue and not others. Unless it is ALL issues on the project.

You can do it on status, in company-managed projects, but it will apply to all issues in that status, not arbitrary ones.
