I am typing a test case that needs numbering of sections, how do I do the following:

Hi, I suggest you try some of the available plugins for Test Management in Jira. 

For example Requirements and Test Management for Jira allows you to organize your Test Cases into a tree structure. It doesn't add the numbers to the summary but it adds them as a visual distinction in the tree view.

Not using any add-ons or creating a release, just writing a test case.  I am very new to jira.
