We are looking to use Jira for HR recruiting. You guys have a nice template for that. However what I would like to know, is if we have a candidate from the recruiting board that gets hired and accepts the offer once their issue is marked DONE on the recruiting board, could it automatically OPEN a card on the onboarding board?

Yes, you can create an automation rule that creates a new issue in the Onboarding project if you like.
Yes this is possible with Jira Automation which is included in your plan. You will be creating a new ticket once the offer issue is marked as done.
Trigger: Issue transitioned to Done Status
Condition: issuetype equals to Offer
Action: Create a new issue of issue type onboarding (you can specify the fields you want to copy from the parent field)
