Custom issue type displaying only one state from workflow, not the remaining two states

Custom issue type displaying only one state from workflow, not the remaining two states.

 

Steps:

1. Workflow scheme and workflow was added with 3 states.

2. Custom event for issue created to trigger the workflow was created.

3. Custom issue type was created.

4. New issue created with above issue type, but status is showing only the first status in workflow, not remaining two in status pull down.
