I want to know if it is possible to configure JIRA to provide required tasks in the form of tickets that need to be completed before development teams can start building out the UI.
If the required tickets are not completed, development will not be able to open and start building.
Required tasks would be:

What exactly do you want to prevent developers from doing? Are you trying to prevent them from transitioning Jira issues to In Progress or Done?
Are you working with just Jira Business/Work Management projects, or do you also have Jira Software projects?
Are you using a Free subscription or a paid subscription of Jira?
How are you currently using Jira to track work? Are there pre-development tasks that are tracked separate from "building the UI" tasks? Are the pre-development tasks and the "building the UI" tasks assigned to different people?
