I want to create a task and sub-task with an action items list in the "Description" field. Please, help me to understand if it is impossible or not.
Jira does not have action list items out of the box. You can put in bullet points, or if you want something more traceable you could check out some of the 3rd party solutions.

None of the apps in the Cloud environment that I am aware of allow you to insert checklists directly into the description field. As far as I am aware, all checkbox apps provide a custom checkbox section where you can manage your lists.
In addition this ticket - https://jira.atlassian.com/browse/JRACLOUD-47605 - shows that this functionality is not natively available in Jira Cloud.
