Can't update "Reporter" field

Hello,

When I try to update "Reporter" it says that this field can't be edited.
The chosen permission scheme allows modifying reporter and this filed is there on the "Edit" screen. I can't think of what else can be causing this?

As per the below article by Atlassian, reporter can be modified if the user has modify reporter permission and reporter is in the edit screen. 

Can you please check once again, whether your getting edit option (inline edit) for reporter field or not
