Is there a repository where I can trace changes made to a Project/Epic/User Story/ Parent or Child task?
If I want to see what has been changed in the project plan as a whole. E.g. who created the task, who changed the delivery date. Is there a page/ version that will list all of the recent changes to the project plan/Jira?
Or would I need to open tasks in order to see who made the last change?

Are you using Jira Cloud or Jira Server/Data Center?
What type of project are you working with; Software, Service, or Business?
In Jira Cloud (and possibly Jira Server/Data Center) there is an Activity Stream gadget that you can add to a Jira Dashboard. You can configure the gadget to report on just one project if you want. You can set the number of items/activities you want to display initially, and if that doesn't go far enough back in time there is a Show More button you can click to load more items/activities.
