We're currently running Jira server in our environment. Can an environment and/or project be created for IT to test/validate without disrupting engineering work?

@MD per @jon 's response, you can create multiple projects within the same Jira Server to manage various different things. Fields, screens, configurations can be separated and segmented from projects so that you don't bleed or share things. You can easily have an Human Resources project in Jira that tracks all the information that HR cares about, you can have a developer project, and finally you can have an engineer project.
All these projects can be isolated and individualized without interfering with each other.

Most Definitely (did you see what I did there?)! You can simply create different projects with different permissions for each one. Can you can share individual tasks/issues/pieces of work between them if you like or have that need.

I wonder if you could elaborate.
Yes you could have separate IT projects set up on the same Jira instance to test out changes to workflows, screens, etc. without disrupting the engineering work. When ready to deploy, you'd associate the changes to the Engineering projects.
Or you could set up a separate sandbox instance for these IT changes. The separate instance would not disrupt any Engineering work.

Basically, it depends on your requirements.
If your project development has related tasks between Engineering and IT, you'd create issues in each project and connect the issues to each other through links.
Links help provide traceability between the projects if IT deploys the changes that originate in Engineering.
