As Gracjan has said, currently it is not doable on Jira alone, you need a timetracker app to do it. I also work for a Marketplace partner with such an app, and I'm happy to show you how it looks like in our solution:
In addition to making Descriptions mandatory on an admin level, your users would also have the option to personalize the worklog editors (ie. Pick out of three different worklog editor views - Issue, Timeline and Calendar Views, and change the order of the fields on each of them)

as for now, it is not possible to make a Jira log work description mandatory. There is a suggestion in the Jira backlog to add this feature. You can upvote it here.
If you are interested in using a third-party app, I can recommend our Clockwork Automated Time Tracking & Timesheets Free app, which offers you the possibility to make the worklog description field mandatory.

With this option enabled, the save button will not be available until you add the description.
