uninterruptible sleep when communicating with JIRA API

Did anyone experience an issue that a python process during JIRA API calls via jira-python library goes into "uninterruptible sleep" in Ubuntu 18.08 that blocks any communication to the server? That causes the server to be unavailable for some time (even ssh).

debugged it. Turned out it is expected behavior from Amazon Web Services in a lower tier service that sort of motivates you to pay for a higher tier service or rearchitect software to workaround this limitation (which we did).
