I am on behalf of my co-worker.
He is not able to login to JIRA recently.
However, when trying in incognito mode, it seems to be fine.
We have tried to clear cookies, restart the laptop, and other simple solutions, but no luck.

Having it work in incognito mode, and not having it work after you've cleared cookies / cache suggests that a browser extension may be at fault. Chrome extensions by default are not enabled in incognito mode. Would you be able to let us know what browser your co-worker is using, and what extensions they have in it?
One known example is that the Shield extension that comes bundled with Brave browser needs to have cross-site cookies enabled for id.atlassian.com. This happens because Brave tries to block requests between domains - our identity site is id.atlassian.com while Jira Cloud will be <something>.atlassian.net - and many privacy extensions like Brave's Shield will block this request. Knowing which browser and extensions are enabled will help us reproduce the problem and provide the specific steps to resolve it.
