Hi and Welcome to the Community!
If your Jira version is recent enough, on the Troubleshooting and support page you will see the duplicate user warning:
Expanding it will show a link to a KB article:
https://confluence.atlassian.com/jirakb/health-check-duplicate-user-accounts-1063554355.html
Here in the resolution section you will find 2 endpoints that can be used to get the number of duplicates + the detailed list of duplicate accounts.

When you go to the Troubleshooting and Support page in your instance, if your Jira version is recent enough you will see the duplicate user warning there:
There is a link on how to resolve this. If you take a look at the linked KB article:

You will see that there is an endpoint available to get the number of duplicates as well as the detailed list of accounts via a REST call.
