we need to clean up the multiple user roles and make them unique user role with their email ID's, so that wecan delete duplicate users from the Server as part of server migration to Cloud.

If your Jira version is recent enough, on the Troubleshooting and support page you will see the duplicate user warning:
Expanding it will show a link to a KB article:

Here in the resolution section you will find 2 endpoints that can be used to get the number of duplicates + the detailed list of duplicate accounts.

You will see that there is an endpoint available to get the number of duplicates as well as the detailed list of accounts via a REST call.
