we use fixversion as milestone markers. However, sometimes people add new tickets into this milestone marker without consultation thus increasing scope.
how do i write a jsql to find when and who add new tickets to a fix version ?

JQL has a CHANGED operator you can use to search for when fields change during a certain period.

You could try searching for all issues added to a fix version after the date when the milestone was started, for example:
fixVersion changed to "Version 1.0" AFTER '2023-04-01'
