how to create a new project in JIRA? and who is responsible for this? SPL or DML or others?

Hi Joanna - Welcome to the Community!

Click on the maginying glass on the left nav (Cloud) or on top nav (Server).

Select Advance search for Projects. You will arrive at a list of all Projects. Click on the Create Project button. You will then decide whether it is a Classic Project or a Next-gen Project.

If you do not see the Create Project button, then you don't have privileges to create Projects. 

We usually just have the JIRA Sys Admins create the initial project to make sure it is the correct type.

You need jira admin permission to create a project.
