hi @Neha Mundra 

To add new group in Jira, you must be Jira administation role in your org, then follow the path to do this:

go to admin.atlassian.com/ choose  " Directory " on the top / choose group /  create a group or update a group.

I want to create new group in People option so please suggest steps as i am already Org admin

I am not sure about your desire. I assume there are 2 case

case 1: you want to add a new role in project's role list. Please follow:

jira software => setting => system => project  roles => add a new role

 

case 2: you want to add new group of people for your org. Please follow: 

go to admin.atlassian.com/ choose  " Directory " on the top / choose group /  create a group or update a group.
