how can I migrate users from Jira server to Jira cloud?

I have on my server a few users that need to be migrated to cloud with their project.
On Jira server we use AD for authentication, on the cloud we don't.
On top of this the users already exist on the cloud version but the migration possibility in Jira don't seem to allow migration without migrating the users. 

Does anyone have a suggestion on how to do this?

 

I have standaard license on the instances I am trying to migrate.
