How are you? 

Could you please elaborate on your use case? Based on the description you've provided, I could understand you're trying to create a 'Managed user account' from AD without domain verification. Is that correct? 

Please note, Domain Verification and Claiming Account are pre-requisite to have a Managed Account, so without this process creating a Managed Account is not feasible.

Unfortunately, there isn't an alternate to Domain verification which is a necessary setup for having a Managed account. Please find more details about the process here - https://www.atlassian.com/software/access/guide/organizations-domain-claim#how-domain-verification-works
