How do I authorize users to see the resource management section?

big picture --> admin--> security--> app user 

you can add any user want

Hi @Nilüfer Aslan

Please be noted that only a user with the App admin security role can access and manage the resources using the Resource manager.

You can modify the settings in the BigPicture dropdown at the top > Administration > Resource manager.
